Findynet Cooperative Invites Digital Identity Wallet Providers to Participate in an RFP Process

This Request for Proposal (RFP) is issued by Findynet Osuuskunta, a Finnish public-private cooperative established in May 2021, dedicated to developing a general purpose, secure, and trusted digital network for verifiable data.
Purpose of the RFP
The purpose of this RFP is to get proposals for digital wallet solutions that offer a first-class user experience and are technically interoperable with the Findynet network. The digital wallets will be used in Findynet’s pilot project in Q3–Q4/2025 and future development efforts.
This RFP is a follow-up to the RFI process done in February–March 2025. The requirements have now been refined, especially regarding the Findynet profile, so please check them carefully.
We have allocated a 60.000 € budget for supporting wallet providers to translate their wallet solutions into the Finnish and Swedish languages and to support the latest requirements of the Decentralized Identity Interoperability Profile. We aim to support as many wallet providers as our budget allows.
The solution providers will offer the wallets under their brand. Findynet, Findynet’s partners, and the end-users of wallets are not paying for the right to use the wallets. Instead, Findynet is issuing one-time mini-grants for wallet providers. The wallets that implement the RFP requirements may be recommended and promoted by Findynet, the Finnish Social Security Institute, Helsinki Region Transport, and future partners of Findynet ecosystems.

Selection Process
Submissions will be evaluated based on:
- Price
- Technical Capability
- Alignment with Interoperability Requirements
- Overall Feasibility
Following the evaluation, selected providers will be invited to meetings to discuss their solutions in more detail, including technical specifications, support services, and potential collaboration opportunities.The selected providers will also be asked to demonstrate the solution in the meeting.

- May 26–30, 2025: Meetings and demos with selected providers
- June 9–13, 2025: Decision-making, commercial agreements, and next steps
